Expand provider identities to cover shared execution behavior and supported runtimes, while preserving verified older evidence through schema upgrades. Return explicit fail-closed classifications for release policy decisions. Closes #95.

Derive release hashes from the current stable artifacts while selecting complete matching lifecycle and soak evidence independently for each provider. Fail without writing release outputs when any provider remains unqualified. Closes #96.
Scope manual lifecycle and soak runs to the selected provider, bind release evidence to current artifacts, and add a read-only monthly provider health workflow. Keep all publication paths fail closed through executable workflow-policy tests. Closes #97.
Document exact artifact binding, contract-based provider evidence reuse, monthly health checks, and the no-bypass rule for changed providers during maintenance. Keep public claim and workflow checks aligned with the release policy. Closes #98.
