Replaces tag-triggered publication with a commit-bound workflow that qualifies one immutable candidate, publishes its exact artifacts, deploys revision-identified documentation, verifies PyPI and GitHub assets, exercises the installed README quick start, and creates a recovery issue after any confirmed publication boundary failure. The branch also prepares source version 0.1.3 and pins the current ecosystem policy.
Verification: 417 tests pass; coverage is 95.49% lines and 85.36% branches; Ruff, formatting, package and CI-script ty, strict MkDocs, actionlint, build, and pre-commit all pass. The real wheel and sdist report 0.1.3.
Repository settings now allow the dispatch from main while retaining the existing PyPI review requirement.
