Expose the published shared contribution policy through a local guide and the existing issue forms and PR template. Require a coherent scope, public-workflow bug reproduction, failing-base/passing-fix evidence, AI disclosure and contributor accountability. Preserve private security reporting, dependency and administrative exceptions, and local compatibility checks.

Retain the maintainer-directed batching rule in AGENTS.md and link to it as a local Models exception. The published shared guide at ecosystem commit 0cae766f4ec8911e4d0f91eb3360adfa0cd5ecce uses the one-issue-per-PR default; this PR does not claim a shared batching exception is published.
Strict MkDocs and native commit hooks pass locally. At 2382403 against merged main f8ca0d8, all 33 applicable hosted checks pass, including source and installed-wheel platform matrices, dependency audit, strict documentation, Python 3.15 prerelease and MPS qualification. Two jobs skip under their configured conditions, including the main-only CUDA/performance job. Runtime and numerical behavior are unchanged.
