With the offsite shelving consolidation we could have a lot of notes for those offsite shelving holdings. To deal with this we made it so users could click a button to see holdings notes. The problem is the floor location (which isn't part of the holdings metadata. We get it from some logic that analyzes call numbers) is a the bottom of the list, so users will basically never see it.
This PR moves it to the top of the list. There will be a corresponding change in search to always show the first two holdings notes.
