What this PR does
Document the new
scale_with_trajectoryflag on thenoiseconfig block and the matchingnoise_configmanifest field that lands when the flag is enabled. The config-reference table gains a row for the field plus a note that named presets always leave it off; the manifest-reference top-level field list, schema-version pin, and a new dedicated section describe the manifest record. The CHANGELOG[Unreleased]section gains an### Addedentry summarizing the user-facing surface.Files Modified
