Restore Android builds

The final piece of porting away from the old Travis builds. Things to do:

• FAILED TO NOTIFY PROJECT EVALUATION LISTENER. Goddamit, Gradle, you're a pain.
• Once fixed, drop the WIP commits that disables everything except Android
• Pick the commit that wants to be picked to master
• Remove the leftover Travis files.
