Resolves the licence contradiction in mountainash-rules: the README badge and pyproject said MIT while the on-disk LICENSE was a Proprietary Software License. Per the open-core strategy §4.1, the open layer is Apache-2.0 — the patent grant covers the ternary / prime-product / lattice mechanisms, which MIT does not.

Changes

  • LICENSE — Proprietary Software License → verbatim Apache License 2.0 (canonical text, incl. appendix)
  • NOTICE — new; attribution notice per Apache-2.0 §4(d): Copyright 2025-2026 Mountain Ash Solutions Pty. Ltd.
  • pyproject.tomllicense = "Apache-2.0" (PEP 639 SPDX expression) + license-files = ["LICENSE", "NOTICE"]; validated against hatchling 1.31.0. No License :: trove classifier (PEP 639 disallows mixing).
  • README.md / CLAUDE.md — license badge + License sections MIT → Apache-2.0

First of three sibling PRs (rules, babel, service) landing the open-core licensing hygiene enabler. Must land before any repo goes public — licence history in a public repo is forever.
