Draft: Added IPS/BPS Patching

• Added Menu for IPS/BPS Patching
• Menu opens when BPS and/or IPS is beside the romfile. (ROM1.sfc ROM1*.ips/bps), otherwise behavior stays the same
• Savegame is named after Patch
• BPS takes significant longer than IPS
• Patching detects if header or no header and adjust the offset
• Patching is able to patch beyond initial rom (size)
• Added Build Option to redirect UART logging to USB CDC (currently LPC only - cat /dev/ttyACM)

Known issues:

• Currently patching stalls when patch adds an Enchancement Chip
