Add receipt verify CLI and feature map

Summary

• Project-local ./verify (doctor / test / assemble / screenshot / logcat) plus a 4-file Feature Map so tonight's 8:00 /create-receipt demo is not a cold Gradle first-run.
• No app code change. Screenshot skipped — Samsung is the only device on this desk.

Test plan

• ./verify doctor → ok: true at 9d0f627
• ./verify test → :app:testDebugUnitTest BUILD SUCCESSFUL, XML tests=1 failures=0 (ExampleUnitTest) at f7ddf8d (same tree; harness commit is docs+CLI only)
• After merge: ./verify doctor and ./verify test from a fresh clone
• Screenshot on emulator if needed — never RZGL41JKGFT

CLI is the current create-receipt template with CONFIG filled. Feature map matches Home/Detail/RepositoryImpl/Theme. Independently re-ran at this sha: ./verify doctor ok, ./verify test BUILD SUCCESSFUL, XML tests=1 failures=0 (ExampleUnitTest).

Hold merge per Tony — demo harness, do not merge until after the talk.

Pinned device ignored after acquire fails

Medium Severity

When adbharbor is on PATH, a failed acquire for --device or ANDROID_SERIAL returns no serial. screenshot and logcat then call adbharbor submit, which drops the pin. This skill ships no harbor URL, so the command fails instead of reporting that the pinned device could not be leased.
