Define the permission list in internal/permissions and seed it on startup along with an admin role that holds every permission. Add HasPermission and RequirePermission for guarding routes, and include the user's permissions in the /me response.
Mirror the permission names as TypeScript constants and type them on the user. Add /admin, which requires access.panel, with a sidebar and placeholder pages that each check their own permission.
