Owner (2026-09-28, now in docs/guidelines.md): no one should know Fire 2 in the first place; the character and Esper rebalances assume a higher tier is reached by boosting the base spell.
Found via battle_mimic (build/attempts/wt/mimic-suite/): TERRA's list at fire-out holds Fire 2, and a boosted cast of an owned tier buys nothing (Ot6FoldTier folds heads only; Ot6BoostDmg exempts fold-table ids) -- which is only reachable because a tier was granted.
Task: find every source that grants a fold-table tier -- natural magic (the characters' level tables), Esper spell lists (OT6 grants them while equipped), anything else (events, items) -- from the ROM data; replace each with the family head (or another spell where the head is already granted, as a rebalance the owner would recognise), keeping the kits' intent (docs/design/kits.md, magicite*.md). Then assert it: a check that no grant source in the built ROM names a tier (a negative control: one tier put back goes red). Update the school only if it now says something untrue.
