When the temperature is out-of-bounds with the NASA polynomials, hold the Cp constant and adjust the enthalpy and entropy accordingly. Note: this code was mostly authored by Alireza Mazaheri of NASA LaRC. See mutationpp#255. Closes mutationpp#255.
