• packaging/openbsd/port/sysutils/coxswain: an OpenBSD port of the terminal app (devel/cargo, the crates.io release 2.8.1, crates.inc and distinfo, system oniguruma and sqlite3, pkg/DESCR, pkg/PLIST, the coxswain_index rc script), with SUBMIT.md for openbsd-wip and ports@.
• openbsd.yml: a job run by hand (workflow_dispatch) that builds the port with the 7.9 ports tree: makesum and modcargo-gen-crates-licenses compared, make package, port-lib-depends-check, update-plist, portcheck, pkg_add, coxswain --version, man -w coxswain, the rc script. The existing test job does not run on dispatch.
• Termux recipe and nixpkgs packages at 2.8.1 (the nixpkgs skip of archive_zip_times_are_local dropped: fixed since 2.1.3); nix.yml builds them with --keep-going so every hash mismatch shows in one run.
• Each SUBMIT.md has copy-paste commands to move its recipe to a release, and the owner's order: termux-packages, pkgsrc-wip, omnios-extra, oi-userland, openbsd-wip, nixpkgs (also in packaging/README.md).

Packaging and docs only: no version bump.
