Summary

  • add CODEOWNERS, PR template, issue templates, SECURITY.md, and CODE_OF_CONDUCT.md
  • enable discussions, disable projects, switch to squash-only merges, and auto-delete merged branches
  • protect main with required PR review, resolved conversations, linear history, and the four CI matrix checks

Test plan

  • verified repo feature settings via gh repo view
  • verified Actions policy, private vulnerability reporting, and branch protection via gh api
  • confirmed the new labels exist via gh label list
