This PR refactors the
processSuggestionsForTabfunction inbackground.jsto improve its readability and maintainability. The core logic has been decomposed into three modular helper functions:discoverSuggestions: Handles fetching enabled repositories and gathering suggestions concurrently.applySuggestionQuota: Manages daily session quota checks and caps the work list accordingly.executeStartSuggestions: Orchestrates the concurrent execution of starting suggestions, including logging and state updates.This refactoring follows the architectural pattern already established in the
processTabarchival flow.Verification:
