Renovate pushes with GITHUB_TOKEN, and pushes made with it never start workflows, so renovate-hashes-arm.yml's push trigger never fired. #4 needed a manual dispatch. A workflow_dispatch sent with the same token does start a run, so after Renovate finishes, renovate.yml now dispatches the arm leg on every renovate/* branch (adds actions: write). The leg is a no-op when the aarch64 slot is already correct.
