Bumps the Wails module, the wails3 tool pin in mise.toml, and the frontend @wailsio/runtime package to v3.0.0-beta.21. Bindings regenerated with the new generator; the only content change is the accessKeyId field, which the bindings on main were missing.

What the release brings us:

• Updater. The helper clears its environment and relaunches the original app when its backup step fails. This is the case behind the "I clicked Restart and the app closed" report. Our own elevated path is unchanged.
• Windows menus. Nil menus handled, replaced resources freed, and the menu bar redrawn. The tray menu is rebuilt on every workspace change, so this removes a leak and a stale-menu case on Windows.
• Signal handler. The app installs its default signal handler in Run, so a Ctrl-C on a dev build exits cleanly.
• Bindings generator. A fix for generic models that reference later declarations. Not something our models hit, but the regenerated output is in.

Nothing to adopt beyond the bump. Go and frontend tests pass, capabilities unchanged.
