special_thaara has inconsistent Lagna offsets and Abhijit ordering

In drik.special_thaara():

• Moon uses base_inc = -1, but Lagna uses base_inc = 0. Therefore, the Lagna Janma result is shifted to the next nakshatra instead of matching the Lagna nakshatra.
• special_thaara_map contains 27 for Abhisheka, while the adjacent comment shows 28.
• get_nakshathra_list_with_abhijith() inserts Abhijit after the first 20 nakshatras, while const.abhijit_order_of_stars inserts it after the first 21.

Thanks for reporting the mismatch. One clarification:
jaganatha hora V8.0 does not seem to include Abhijith in special thaara calculations see attached screenshots from Jagannatha Hora and PyJHora
