One-shot hosted validation carrier. Closed unmerged after successful evidence capture. Base is the one-commit, one-theme runtime-resolution review branch directly on exact upstream PR FlashML-org#132 head; carrier adds only the temporary workflow.

Single theme: stable versioned HIP runtime resolution across setup/build and JIT. Host-pointer capability semantics are intentionally excluded into their separate candidate.

This is hosted/source-filesystem validation only. It does not claim a physical ROCm link/JIT result, performance, NVIDIA parity, or maintainer acceptance. Clean candidate remains fix/pr132-rocm-runtime-resolution-review@af92ee33e5219c07b86a3950208fd60a5541134f; carrier is intentionally not merged.
