Temporary integration carrier only. Base is work/rocm-all-pr-integration-20260825; head is exact upstream FlashML-org#135 head 9d5e3fc. Purpose: let GitHub perform the semantic 3-way merge so current-main FlashML-org#117 engine GPU-selection changes are preserved while adding only the RCCL routing delta. Merge only if the resulting diff is the expected incremental two-file change; this is not an upstream publication PR.
