feat: prepare Naia Shell v0.2.2 improvements

Summary

Implements the completed v0.2.2 shell work for #475, #477, #479, #480, #482, #483, and the shell portions of #430, #432, and #484.

Also records the v0.2.2 release-note draft and preserves existing fixes related to #437, #448, and #472.

Validation

• Feature tests: 13 files, 132 passed
• P0/P1 Linux automation: 149 passed, 8 Windows-only skipped
• TypeScript typecheck passed
• Full-suite residual failures are 12 excluded VoxCPM2 cases (regression(voice): 발화가 다시 째지고 순간적으로 튀는 현상 #478) and one unrelated Windows updater fixture

Remaining gates

• feat(workspace): Herdr terminal path to FileTree/viewer focus round-trip #432, fix(i18n): apply locale before first render and remove mixed/broken language UI #437, clean-install(MX250): herdr VC++ 런타임 미탐색 + 대화 0토큰 + NVA 크롭 #448, and fix(apps): 설치·목록·삭제 디렉터리 불일치로 앱이 보이지 않고 제거되지 않는 회귀 #472 require packaged Windows native acceptance
• epic(multimodal): Shell 시각 입력과 이미지 이해·생성 도구/스킬 경계 구축 #481 needs decomposition/scope decision
• Rust packaging integrity requires the pinned clean naia-agent source; it was not bypassed
• regression(voice): 발화가 다시 째지고 순간적으로 튀는 현상 #478 is explicitly excluded from this PR
