Summary

• Refreshes crates/cog-anchor's pinned magpie-log git revision from 7c7f0432b8543f4ef3600411908530ef6dedd032 to Magpie main at 0e02bf951b66196727b344c3275fa03a7731da66.
• Updates Cargo.lock for the same git pin.
• Keeps AnchorSet exhaustive with explicit inert arms for ClaimAssertedV2, EvidenceRegistered, and JustificationEdgeRecorded.
• Adds focused projection coverage proving ADR-0002 payloads are inert and only SegmentAnchored roots enter the anchor set.
• Adds pending ticket 0011 documenting scope, non-goals, validation, and follow-up fixture work.

Impact

Seam-maintenance only. No new commands, mutation routes, anchoring semantics, pending-anchor marker behavior, lease semantics, Hyprland behavior, standing logic, or Deadbolt authority were added.

Anchorer::open remains the only LogWriter::open call site, and magpie-log remains imported only from crates/cog-anchor.

• git -C C:\magpie status --short produced no output

Full workspace note:

• cargo test --locked --workspace --no-fail-fast failed only in -p cog-cli --bin cog.
• Rerun cargo test --locked -p cog-cli --bin cog reported 553 passed / 7 failed.
• All failures were commands::style_plan::tests::* snapshot-path failures with style_plan_snapshot_hyprctl_path_must_be_absolute.
• This matches the known style-plan snapshot failure class; a clean-main baseline was not rerun.
