refactor(authorization): move policy seed and fixtures into dedicated binaries - #282
Conversation
… binaries - Add internal/authorization/policy owning the embedded Casbin model, policy matrix and dev fixtures, with Seed, LoadFixtures and MissingRules - Add cmd/authorizationseed and cmd/authorizationfixtures (billingseed pattern), wired into just seed / just fixtures - Service startup no longer writes policies; it logs and fails the startup health probe when the in-memory matrix lacks embedded rules Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Gate authorization traffic on policy health.
The policy check runs only in startupChecker. When the database, gRPC, and Kafka checks are healthy, /authorization/health/ready can return HTTP 200 even when the policy matrix is missing. The repository's Compose/Traefik deployment has no probe or health gate and routes authorization traffic directly to the service.
Configure the deployment to use /authorization/health/startup as its startup probe and /authorization/health/ready as its readiness probe. If the deployment cannot gate traffic with a startup probe, include the policy check in readyChecker.

Replace MissingRules with DetectDrift, which also reports p rules in the enforcer that are absent from the embedded matrix. Make the missing-row repair test seed the database before removing rules. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
Summary
The authorization service used to sync the Casbin policy matrix (
policy.csv, with pruning) on every start, and loaded dev memberships (policy_fixtures.csv) whenAppEnv=development. This PR moves both out of startup and follows the repo's seed vs fixtures convention, matchingbillingseed/billingfixtures.Changes
internal/authorization/policy(new package)model.conf,policy.csvandpolicy_fixtures.csv. They moved fromapp/;go:embedcan't reach parent directories, so the files sit next toembed.go.Seed(e): adds the matrix (p+g2) and prunes staleprows. Idempotent.gmembership rows are never pruned.LoadFixtures(e): add-only load of dev memberships.MissingRules(e): returns the embeddedp/g2rules that are missing from the enforcer's in-memory policy.app/policysync.goandapp/bootstrap_test.go.App.BootStrapPoliciesandApp.LoadFixturesare removed.New binaries
cmd/authorizationseed+internal/authorizationseed: mandatory data (the role→permission matrix). Runs in every environment, prod included.cmd/authorizationfixtures+internal/authorizationfixtures: dev-only memberships. Assumes seed has already run.NOTOPIA_AUTHORIZATIONSEED_*/NOTOPIA_AUTHORIZATIONFIXTURES_*), wire, and nx targets (gen:wire,run,build,lint).justfile:seed-authorizationis now part ofjust seed, andfixtures-authorizationpart ofjust fixtures.Service startup
NewServerno longer writes policies, so the service doesn't need write access to the policy table at boot.policycheck on/authorization/health/startupfails until the matrix is present.Config flattening
internal/{billingseed,billingfixtures,authorizationseed,authorizationfixtures}: theconfig/subpackage is folded into the parent package (config.go, withNewrenamed toNewConfig). These one-shot binaries don't need a separate config package.Design notes
Why the probe checks memory, not the DB. The Casbin enforcer loads
casbin_ruleonce at boot and never watches the DB (seestory/casbin-policy-not-watching-db.md). If the probe queried the DB, a pod that started before the seed would turn ready while its in-memory matrix is still empty, and every check would be denied. Checking memory keeps the probe failing until the pod reloads. Why log instead of crash. A failing startup probe already makes the kubelet restart the container (after
failureThreshold × periodSeconds), and the restart reloads the seeded policy. That's the "seed first, then start/restart" rule from the story. Crashing would reach the same restart, but with a less specific CrashLoopBackOff signal instead of "startup probe failed: policy matrix is missing N rules".Known limitation (unchanged by this PR). Pods that are already running don't notice a later seed, and multiple instances don't see each other's membership writes. Either a rollout/restart after seeding or a Casbin watcher (Redis or Postgres
LISTEN/NOTIFY) is still required before scaling authorization beyond one replica.Local dev impact
