Promotes the governance artifact frontmatter statuses in artifacts/07_Operations_Incidents_Continuity and artifacts/08_Knowledge_Documentation_Continuous_Improvement where the content is now publication-safe and reusable.

Scope note: README.md was intentionally left untouched in this worker scope, so the repository catalog still needs a separate source-of-truth sync pass to align README maturity labels with the promoted artifacts.
