What this is

Tracking which nsheaps/* repos should be in REPOS.md scope for project-tracking work (per I32), plus per-repo housekeeping picks: add a stale-repo topic tag, archive, add a fork topic tag, want-to-contrib-upstream.

Columns

• scope — should be in REPOS.md (project-tracking work)
• stale-tag — apply stale-repo topic tag on github.com (you do this; I don't have admin)
• archive — ☑️ = already archived (factual, display-only); [ ] / [x] = actionable, flag to archive
• fork-tag — ☑️ = isFork=true on github.com (factual); [ ] / [x] = actionable, flag to add the fork topic tag
• contrib — flagged for "want to contribute upstream"
• owner — upstream owner if forked, else nsheaps
