feat: add browse/search labels to templates - #1

Add a tags.labels array to all 22 templates (action/risk/resource labels like restart, scale, storage, destructive, read-only) for UI chips + label filtering. Document labels in the schema and regenerate the manifest.
Constrain tags.labels to an action+risk enum (restart/scale/delete/expand/patch/ drain/purge/deploy/diagnostic/ticketing + destructive/disruptive/read-only) and enforce it in the JSON schema so CI rejects drift (synonyms/typos). Drop redundant resource/category labels already covered by category + subject_types. Regenerate manifest.
