Summary

Follow-up to #204. While preparing to publish the merged ticketing.correlation prompt live (restoring PR #200/#202's guidance, which had never actually been published despite being merged), I diffed the bundled file against the live DB content and found I'd placed two live-only, operator-authored bullets ("Soft-failures when grid is still powered" / "Comms failures") under Root Cause Rules — the live prompt actually has them at the start of Failure Topology's bullet list, which fits their content better.

This moves them back, with only cosmetic normalization (colon after the bold label, matching sibling bullets, line-wrapped). No wording/substance change. The corrected content is what was already published as ticketing.correlation v3 in production — this PR just brings the repo's bundled copy in line with it.

Test plan

  • pytest chat_orchestrator/tests/test_prompt_parity.py — checksum regenerated, diff limited to ticketing.correlation
  • pre-commit run --all-files clean
