Summary

add GitHub Actions workflow to build ffmpeg-rockchip packages on arm64
add ci/build_ffmpeg_rockchip.sh for shared/static package builds
update workflow push trigger branches to master and 8.0
update .gitignore to keep workflow metadata tracked

Details

workflow matrix builds shared and static variants
build script fetches/builds libdrm, mbedtls, rkmpp, rkrga, then ffmpeg
output artifacts are packed into dist/*.tar.gz and uploaded by Actions

Validation

CI ran successfully in my fork:
