…reaches every repository client A repository with more open pull requests than the fixed 300 read no round at all. [train] snapshot_limit (default 1000, a positive whole count) now bounds the listing, and app, cli replay and doctor build the client with it.
Preserve the 1000-PR ceiling and tick_seconds from current main; pass the original full suite.

A repository with more open pull requests than the fixed snapshot limit (300) read no round at all: every tick retried with SNAPSHOT_LIMIT_EXCEEDED, including the configuration change that would have raised it. [train] snapshot_limit (a positive whole count, default 1000 = ten 100-row pages) now bounds the listing, and app, cli replay and doctor all build the repository client with it.
