- Record a frozen inventory of 32 live result-compatibility entries, their owners, repairs, receipts, and route coverage. - Rank all entries as blocked and define receipt checklists for Corn, BitBake, and Apex to focus retirement work. - Define a gated Corn retirement sequence with census updates, validation steps, documentation changes, and reopen conditions without changing code behavior.
