Piloting in retina-tracker (#5): the bare core review workflow grants write perms but omits track_progress: true and --allowedTools "mcp__github_inline_comment__create_inline_comment,...". Without them the code-review plugin's inline-comment tool is denied and no comment posts even with write scope (verified: retina-tracker's working workflow needed both additions). Propose upstreaming these into assets/ci/claude-code-review.yml. Refs #5.
