Add voxtype-osd-omarchy package

Voxtype ships a functional OSD, but users who prefer a compact Omarchy-themed audio-reactive interface currently have to install and configure it manually. This adds voxtype-osd-omarchy as a local package sourced from the project's v0.3.2 GitHub release.

The package installs the Quickshell OSD, its Voxtype configuration, and a small voxtype-osd-omarchy enable|disable|status command. It follows the active Omarchy notification colors and refreshes them when Omarchy replaces the active theme directory. It does not overwrite the user's Voxtype configuration during package installation; users opt in by running voxtype-osd-omarchy enable.

• Switched between Tokyo Night and Osaka Jade without restarting Voxtype
