Added a opt-in screen shader system for themes. This adds a screen shader of what ever the theme creator desires to further the desktops customization and beauty.
there is always a gpu/cpu warning when applying a shader because it turns off damage tracking (only when a theme is applied). turning off damage tracking can make the gpu usage more intensive but this is for the art it is optional.
