feat(validator): add H200 GPU support for community cloud verification and emissions

Adds NVIDIA H200 as a recognized GPU category across the validator and miner crates. H200 gets a 20% emission allocation (B200 adjusted from 80% to 60%), $75 minimum collateral (matching B200), and $75/GPU minimum miner pricing.
