Refine battery charge limit card layout

Summary

• Move the dynamic current/desired battery status line into the Battery Charge Limit card description area, directly below the title.
• Remove the static Set the maximum charge level... description.
• Keep the percentage value on the left and the enable toggle on the right of the slider.
• Explicitly center the slider and toggle vertically in the control row.
• Keep the existing snapshot-driven percentage and enabled-state synchronization unchanged.

Validation

• Focused battery-card layout test: passed.
• Full test suite: 2736/2736 passed.
• Release build: 0 warnings, 0 errors.
• git diff --check passed.
• Physical MSI Claw visual/input validation remains manual.

Scope

This PR changes only the production Battery Charge Limit card presentation. Battery protocol, persistence, lifecycle, and mutation behavior are unchanged.
