Summary

update topic publishing to track snapshot IDs for texts, data tables, and visualizations
rewrite publication module layout keys to point at the new snapshot objects so published pages render correctly

Testing

python manage.py test semanticnews.topics.tests.TopicPublishWorkflowTests (fails: ImportError: cannot import name 'TopicKeyword')
