Add .agents/notes decision-note tree (proposed/implemented/rejected/archived x 6 classes), vendored skill payload under .agents/skills/, tsx verify/archive scripts under scripts/, verify-notes CI workflow, and AGENTS.md discipline. Backfill existing decisions as implemented notes (dates = decision dates).
Two complementary doc skills under .agents/skills/ plus a lean two-branch pointer section in AGENTS.md: agent-facing docs -> writing-for-agents, user-facing docs -> documentation-writer (Diataxis).

4b309f3cbfb79cbfecb5bf231ba371b95e91280a完成该仓适用的独立代理审阅与问题复审，最终提交所有现有 CI 成功。以 merge commit2054b7164f4e680b4ca4635b3729eb6c1d778f95合入默认分支，没有绕过保护规则；已 fetch 核验已审提交的祖先关系和交付树一致性。仅治理工具链与导航交付，没有改动 attention kernel。 共享归档工具已补齐写前预检、严格封印和真实 CLI 回归，每仓 40 项通过；相同四个脚本的六仓副本 SHA-256 一致。失配的看板命令已移除，notes 门禁仍完整运行。
边界
独立审阅是代理审阅，不是人工行业专家认证。测试通过不等于生产 SLO、原生 GPU 回收、持续 GPU lane 或个人面试能力验收；OBS 具体新增 C ABI 仍 proposed/pending。原始证据和历史记录不重写；旧 PR 不自动关闭。
