Improve print-template fills: inverted white-out and OOB borders

Summary

• Lock ISOM 709 out-of-bounds borders to the course purple at 0.4 mm (Feb 2024 bounding line).
• Add White-out outside (ink saver) so a polygon/rect punches a hole in an opaque white ring against the map frame; click the white ring to select, the hole passes through.
• Fix line-width and font-size inputs so digits can be cleared while typing.

• Docker oxygen-api / oxygen-web rebuilt and started
• In the layout editor: set a rectangle to out of bounds — border on, colour picker hidden, width 0.4
• Clear the line-width field and type a new value
• Set fill to white-out outside, confirm the map is whited out except the shape, click the hole vs the white ring
