SPECS: Add Prometheus Go dependency specs

Summary

• Add 9 Go dependency spec files needed by the Prometheus dependency set.
• Use official GitHub source archives and matching go(...) Provides.
• Include only OBS-verified deliverables; unresolved Consul/Nomad/Moby root candidates are intentionally excluded from this PR.

Checks

• pre-commit run --files <9 spec files>: passed
• git diff --check origin/main..HEAD: passed
• Static spec scan: only SPECS//.spec files, GitHub Source0, no Group, no empty Contributor/Summary/License, no bare RemoteAsset
• OBS: all 9 packages succeeded on x86_64 and riscv64
