Summary
Enforce an explicitly requested scan spending limit when completed root or worker usage cannot be verified. Scans without a limit keep best-effort cost reporting.
Changes
Testing
Affected cost, API, custom-validation, worker-shutdown and runtime suites: 498 passed, 14 platform-dependent skips.
Types/generated models, formatting, build, Ruff and Python 3.10 grammar passed.
Real WAL-backed ownership fixtures, live/Python counter parity and the installed cached-reader upgrade passed.
Rebuilt npm package validation and the full installed-package smoke test passed.
Full suite: 2,066 passed, 31 skipped, two initial exceptions. The process-group test was blocked by sandbox
pspermissions and passed outside the sandbox. An unchanged stdout-export test hit its three-second timer; its exact retry and the complete 23-test export suite passed.Current-head CI is left for a separate pass; native Windows and live model/billing validation were not run.
Final cache refresh: 330 cost/runtime/shutdown tests passed, 12 platform skips; types/models, formatting, build, static package checks and full installed smoke passed again. Both real upgrades matched all 118 plugin files and preserved credentials. Main

fd98a90): package 0.1.21 includes the MCP launcher-permission fix; feature source and bundled payload are unchanged. No new CLI options or accounting policy. An explicit limit now rejects unverifiable completed usage; optional reporting remains tolerant. Counter-reset histories may reconstruct higher estimates, while inherited fork history is excluded from child usage. Existing stored costs and pricing tables are unchanged. The synchronized bundle version refreshes cached installations. This PR remains a draft.
Public disclosure review
Existing commit contact metadata and account-specific automated review links prevent the second attestation. This update uses synthetic fixtures and a GitHub noreply commit identity; historical metadata and other authors' comments are unchanged.
