do not dequeue a trial that is saved_local after 15 minutes
reduce cpu load on dequeue (hopefully) with saved-local trials
fixes to record offline and other feature updates

Addresses #307.
Also adds some testing that cleanup works, and uses them to replace some broken/stale tests for generating downloads too.
@AlbertoCasasOrtiz can you review? Web app downloads broke down twice this week.
