P2 Badge Refresh the release-age exception with the tsgo bump

In environments that set a nonzero pnpm minimumReleaseAge, this upgrade no longer has a matching exception: pnpm-workspace.yaml still exempts only @typescript/native-preview@7.0.0-dev.20260609.1 and the same-dated platform binaries. The pnpm 10 docs say minimumReleaseAge applies to all dependencies and exact-version minimumReleaseAgeExclude entries only exempt the listed versions, so installs that enforce the release-age policy can reject the new 20260701.1 tsgo packages; please update those exceptions or switch to a package-name/pattern exemption with this bump. https://pnpm.io/10.x/settings#minimumreleaseage
