dev: replace the Tilt MinIO with SeaweedFS - #70

dev/resources/minio.yaml still pulled quay.io/minio/minio, which now answers 401 for every tag, so ENABLE_MINIO=true left the pod in ImagePullBackOff. Follow openeverest/openeverest#3259 and run SeaweedFS (Apache-2.0, official chrislusf/seaweedfs image, pinned to 4.47). `weed mini` pre-creates the backups bucket from S3_BUCKET, so the busybox init container is gone. The flag becomes ENABLE_SEAWEEDFS and the dev BackupStorage (seaweedfs-s3) points at http://seaweedfs.seaweedfs.svc.cluster.local. Signed-off-by: Diogo Recharte <diogo.recharte@solanica.io>
