8350540: [17u,11u] B8312065.java fails Network is unreachable

Hi all,

This backport PR throw jtreg.SkippedException when socker connect refused by address '192.168.255.255'. Change has been verified locally, test-fix only, no risk.

The '8369996: Testcase java/net/Socket/B8312065.java fails on Mac, AIX and Solaris' fix PR make the backport uncleanly.
