fix(yum): pin PGDG repo baseurl to the OS major version - #91

The pgdg-redhat-repo package (42.0-70) now builds its baseurl from $releasever_major.$releasever_minor. CentOS Stream reports $releasever as a bare major version, so $releasever_minor expands empty and dnf requests rhel-9.-x86_64, which 404s. Alma and Rocky carry a minor version and are unaffected. Rewrite the repo file after installing it so every baseurl uses the per-major directory, which exists upstream for EL9 and EL10 on both x86_64 and aarch64. Verified with make integration-test IMAGE=quay.io/centos/centos:stream9 SCRIPT=bootstrap-yum.sh on arm64.
