This is one of the wilder vibe outcomes I've seen. I think there's an open policy question here on whether we want to add language assignments to territories that are pragmatic but kind of shitty, like adding rus to ua. For now, I just wanted to make this available as a mapping for the upstream Wikipedia/Wikidata work.

At a glance, South Africa looks good. It includes South African Sign Language :)

Policy-wise, I think "commonly-spoken languages for convenience" is a very reasonable attribute in this dataset.
