fix: reduce Node test reporter evidence

Summary

• recognize Node native spec/dot reporter output and exact aggregate counts
• suppress repetitive passing and informational output from decision evidence
• retain failure diagnostics and fail closed for ambiguous evidence
• add Task 16-shaped regression and conformance fixtures
