Server open an api endpoint for GitHub hook

Write a simple server that will open an endpoint to work as GitHub hook.
Upon receiving this hook, we would run the script developed in #1 and send the report down to a notification channel.

This notification channel can be a slack channel or even just have a small frontend to list all the referenced comments.
