Code migrated from pubwatch, refactored, and given tests. Requirements are updated to bring the entire app up to scratch.

Also begin to refactor small pieces, e.g. URI => URL where we aren't talking about identifiers but url routes.
Separates kupo so that it can be imported into multiple functions.
