Adds Russian localization across the app string catalogs, InfoPlist strings, CLI output, and the plugin scaffold templates. Also enables the ru region in the Xcode project. Local build/install verification is blocked in this environment because Xcode.app is unavailable and the installed command-line SDK/toolchain is mismatched.
